How does the FSMA selection process work through Express Entry?
The process of obtaining PR through the Federal Skilled Worker Program category is built into the existing architecture of Express Entry and takes place in four stages. In practice, this means that the candidate competes not in the general pool with all applicants, but in a dedicated category-based round – which significantly increases the chances even with a relatively low CRS score.
Stage 1 – profile creation. The candidate registers a profile in the Express Entry system, indicating 10 years of military experience, education details, language test results IELTS/CELPIP or TEF/TCF, and the details of the contract from CAF.
Stage 2 – entering the pool. If the profile meets the criteria of one of the federal programs (Federal Skilled Worker, Federal Skilled Trades or Canadian Experience Class), the system automatically calculates the CRS score and places the candidate in the general pool.
Stage 3 – category-based draw. IRCC conducts special invitation rounds specifically for the FSMA category. Candidates may receive an ITA (Invitation to Apply) even with a lower CRS score than in general Express Entry rounds, since the selection targets a specific defense workforce need of the country.
Stage 4 – PR application submission. After receiving the ITA, the candidate submits a full package of documents for permanent residence. The standard processing time is 6 months, however for FSMA it may be longer due to additional security checks.
